Assessed the costs and benefits to the European Union of the Lomé Convention (between the EU and its ex-colonies), and analyzed the implications of the Lomé Convention for U.S. - Third World relations.

Consultant, United Nations Development Programme, Bureau for Programme Policy and Evaluation, New York (1978 to 1979):

Designed and implemented a system of social indicators for supplementing gross national product (GNP) per capita and total population as bases for allocating development assistance funds. Evaluated and recommended more efficient and effective methods of technology transfer to developing countries than the “demonstration effect” provided by long-term resident international experts.
